Wholesalers to take responsibility for business meter reads under new proposals
Three of the six shortlisted options for changing metering roles and responsibilities in the non-household market are to be progressed for further investigation.
PA Consulting’s work for MOSL as part of the Strategic Metering Review has recommended two be taken forward for formal scrutiny as potential code changes:
switching meter read responsibility to wholesalers where smart metering is installed; and
switching meter read responsibility to wholesalers “in defined circumstances only” – for instance, where meters are legacy long unread.
The third favoured option is for a new market wide data platform to improve access to, and standardisation of, data for market participants. PA recommended further work be undertaken on this outside of the code change process, including on market testing and service design, as a next step. The three options are not mutually exclusive.
