Sustainability First seeks discussion on adaptive regulation and planning

Sustainability First has published a set of slides to stimulate discussion on how uncertainty and flexibility can best be addressed in the water and energy sectors and their regulation.

The slides pose questions on ‘adaptive regulation’ and put forward a checklist on how and when price review decisions might be revisited. They go on to cover ‘adaptive planning’ and propose ideas on how it might be incorporated within economic regulation; as well as where elements might best be taken out of the price control framework altogether and how.
