Panel recommends it is split and calls for introducion of a customer benefit primary principle

Following MOSL’s consultation on governance in the business retail market, the Codes Panel has recommended to Ofwat:


the Panel be split into a Strategic Panel and a code change committee – with preference for the arrangements detailed in Ofwat’s CPM039 proposal; and


a primary principle of customer benefit should be introduced.


MOSL commented: "This might allow proposals which deliver customer benefit to be prioritised whilst those with no clear benefit would not be progressed. Changes with no impact on customers can progress provided they further the supporting principles."


A decision is expected from Ofwat by the end of this month. There were 35 responses to the consultation, from trading parties, CCW and the Major Energy Users’ Council.
