Ofwat splits transformation and delivery roles as David Black stands down

Chris Walters, who has lead the PR24 price control for Ofwat, is to serve as interim chief executive from 30 August, when David Black stands down.


Walters will lead the organisation, as well as the engagement process with government and industry, as the recommendations of the Independent Water Commission to form a single, unified water regulator are taken forward. A relatively recent joiner to Ofwat (2023), and previously vocal about the need for reform of the price review process, Walters seems a solid choice to lead the transformation of the regulator into the next phase.


Perhaps in recognition of the enormity of the task in hand for Ofwat, the board simultaneously appointed Helen Campbell, currently senior director of sector performance, to the post of executive director, delivery. Reporting directly to the board, Campbell will oversee the industry’s £104bn five-year expenditure programme, progress the £50bn pipeline of major projects and work to stabilise Thames Water.


Black has been a defining figure at Ofwat for 13 years. He has served as chief executive for four years, including one year as interim, and led the PR19 price control.


Black said it had been a privilege to lead Ofwat. Chair Iain Coucher said: “David has worked tirelessly to bring about transformational change in the water sector. He has sought new regulatory powers and resources to hold companies to account, taken major enforcement action and provided funding and incentive packages that drive continual improvements for customers. On behalf of the board and everyone at Ofwat, I would like to thank David for his leadership and his service over the last 13 years and to wish him every success in the future.”
