MOSL seeks views on the Market Performance Framework Reform programme so far

MOSL is seeking stakeholder views until 11 November on phase one of its Market Performance Framework (MPF) Reform programme.


The MPF is a group of mechanisms that govern, monitor and incentivise trading parties to deliver a set of service standards, to comply with market codes. The current version dates to 2017 but after five years of operation, there is agreement that it not driving improved outcomes for customers, the market or the environment.


Phase one of the programme has:

• identified the market activities that support the delivery of desired market outcomes;

• Identified the risks and issues that could prevent the market delivering on its desired outcomes;

• identified the types of interventions that could form part of an MPF; and

• proposed which market activities might be the focus of future MPF interventions.


Views are being sought ahead of phase two in 2023 and 2024, which will undertake the detailed design and implementation of the preferred MPF model, including the development of specific measures, performance standards, and associated incentive mechanisms.
