MOSL consults on streamlined Market Performance Framework

MOSL proposes just nine measures in a consultation on the next steps for its overhaul of the Market Performance Framework (MPF).


It is seeking views on proposals set out in a series of consultation pre-read documents. These include a shortlist of nine activities that need to be in focus to mitigate the market’s key risks and issues – down from a long list of 35 (see table). The nine were selected as those with the biggest potential impact on customer outcomes.


The documents also detailed the proposed metrics that will be used to identify that these activities are being carried out – including KPIs, market indicators and others – and proposed intervention tools that can be used as needed.


Finally, there was an overview of the proposed governance framework.


The new MPF is due to be in place by April 2025. The current MPF dates to 2017 and is widely considered to be too complicated, lacking direct links to customer outcomes, and not stretching enough. The current incentives and penalties were also considered too small compared to those in the household market to drive water companies’ behaviours.
