MOSL business plan seeks support for a new Strategic Data programme

MOSL is seeking input from wholesalers and retailers on running a new Strategic Data programme, to address the root causes of poor data entering the business retail market. The programme would focus on market processes, codes and structures that might be preventing good quality data from entering the central system and would run in parallel to the data assurance service MOSL already provides.
The suggestion was part of MOSL’s consultation (until 27 January) on its business plan for 2025-28 and its budget for 2025-6. The Strategic Data programme would cost £300,000 which would be funded by wholesalers and retailers. This would be in addition to Market Operator charges of £13.4m, 1% down on 2024-5, topped up with £245,000 from reserves. MOSL said upward cost pressures from inflation and running BR-MeX surveys had been offset by efficiencies and the end of one-off additional charges for MPF Reform. Moreover, wholesaler-only data assurance charges will end, taking wholesaler charges down by 7%.
MOSL said its business plan seeks to deliver its priorities and those of the Strategic Panel’s Roadmap to a flourishing market.
A key feature in 2025-6 is reform of the Market Performance Framework. The Strategic Panel and CCW have written an open letter to MOSL chief executive Sarah McMath, setting out their explicit support for this reform programme.
The final business plan will be published in February before being put to a MOSL member vote.
