Fish Legal asks the OEP to investigate whether the PR24 process was lawful

Clean river campaigner Fish Legal has filed an official complaint with the Office for Environmental Protection about the PR24 process.


It argued the consultation process used by Ofwat in July and August 2024 to test customer appetite for the proposed price and investment package was “flawed”.


A Fish Legal statement said: “The public had no way of seeing how the money they were to be charged was going to sort out water company damage to local rivers, from pollution to over-abstraction. Despite being several hundred pages long, it did not contain the information that would have allowed people to make informed responses. Most of the necessary information was either out-of-date, vague or omitted entirely.”


It has asked to OEP to consider whether the process and outcome comply with the law.
