Crown Commercial Service agrees new retail water framework

Crown Commercial Service (CCS) has renewed the framework through which public sector organisations can buy retail water, wastewater and related services. The new agreement, which runs for four years until the end of November 2024 and has an estimated value of £2bn, consists of three lots with a total of 15 suppliers:

• Lot 1 water and wastewater services – ADSM, Business Stream, Castle Water, Everflow, First Business Water, Smarta Water, Water2Business, Water Plus, Wave;


• Lot 2 ancillary services – ADSM, Aquaclear SC, Business Stream, Castle Water, First Business Water, Riverside Environmental Services, RPS Environmental Management, Severn Trent Services, Smarta Water, TEC, Water2Business, Water Direct, Water Plus, Wave; and


• Lot 3 One stop shot (combined Lot 1 and Lot 2) – ADSM, Business Stream, Castle Water, First Business Water, Smarta Water, Water2Business, Water Plus, Wave.


Public sector bodies including schools, hospitals and local authorities can contract with a framework supplier at any time during the agreement, and run a contract for up to four years from the start of supply. Buyers can either run a mini-tender or join a CCS quarterly aggregation.


The new framework agreement has five more suppliers than the original (which runs from March 2017 to March 2021) and offers a wider range of services. For instance, Water Direct will be providing contingency planning services under Lot 2.


CCS reported that on average, customers achieved a 4% reduction against the average retail margin using the existing agreement, with some customers achieving up to a 10% reduction.
