A report by Indepen for CCW has set out a checklist for water companies and Independent Challenge Groups (ICGs) to use to ensure water company business plans are effectively challenged.
The checklist contains recommendations on behaviours, governance and operational matters (see table).
It is part of a report, Influencing without power, which reviews the ICGs. The aim it to help to ensure that the right arrangements are in place to provide effective challenge and support better business planning.
Unlike at PR14 and PR19 where Customer Challenge Groups were mandated, under PR24 plans ICGs are not mandated by Ofwat. However, every company has chosen to engage independent challenge.
