Bilaterals Transaction Programme update

MOSL has moved the launch of phase three of its Bilateral Transactions Programme – and the commencement of another eight bilateral processes through the new Bilaterals Hub – from March to May. It said it remained committed to the original end of programme deadline of November 2022 but had listened to trading party requests for fewer implementation drops and more time to prepare.


In MOSL’s January Market Focus publication, programme director John Gilbert also provided an update on costs. He said overall costs are expected to be around 30% higher than the full business case. “However, I am confident that the additional investment has enabled us to produce the right product and that the additional cost will be offset by the efficiencies the hub generates.”


Meanwhile Ofwat approved CPW070b-1, first of several code change proposals that are being progressed as part of the delivery plan for phase 3 of the bilateral transactions programme. This introduced additional functionality that will be commonly used across all processes, and mandated the B5 process (repair or replacement of a faulty meter performed by the wholesaler) within the Hub.


• MOSL will open the second round of its Market Improvement Fund to bids between 1 and 23 March. This enables parties to bid for up to £150k of funding for projects that benefit the non-household market and its customers.
