Natural England directed to establish nutrient mitigation schemes

The environment secretary has issued a direction to Natural England, with immediate effect, to establish strategic mitigation schemes in catchments where there are restrictions on development because of concerns in relation to nutrient pollution.


The schemes will allow developers to purchase the benefit of off-site mitigation works from Natural England, to demonstrate that the proposed development has addressed nutrient pollution issues under the Habitats Regulations.


The direction told Natural England to prioritise catchments that will have the most impact at alleviating development pressures, and to incorporate credible existing mitigation schemes in catchments.


The direction will expire on 31 December 2030 and may be subject to review at any time.
