MOSL unveils full Strategic Panel line up

MOSL has appointed three independent members and the customer representative to the new Strategic Panel that will become the senior decision making group for the non household market from March 2022.

Paul Smith, Pamela Taylor and Rick Hill were named as the independent members, with Mike Keil, CCW’s director of policy, research and campaigning, acting as customer representative.


Taylor is an existing panel member, executive coaching specialist and has more than 17 years experience in the energy industry. Smith is the group director of consumers and markets at the Civil Aviation Authority and has a career history in policy, regulation and consumer roles. Hill has high level experience in media regulation and consumer advocacy, and before that was a parish minister for 17 years.


They join: chair, Trisha McAuley OBE; the two wholesaler and two retailer members appointed earlier this month (Thames’ Cathryn Ross and Northumbrian’s Andrew Beaver, together with Wave’s Lucy Darch and Everflow’s James Cleave); and affiliate members Georgina Mills, delivery director at Ofwat, Davide Minotti, deputy director of water services at Defra, and Sarah McMath, MOSL CEO. MOSL’s director of market design Adam Richardson also sits on the Strategic Panel as secretary.

These panel members will oversee the performance of the market, offer strategic direction, and recommend improvements aligned to the direction set by Ofwat and Defra.

The first meeting of the Strategic Panel took place on Friday.
