MOSL says “it’s time to act” at its chief's forum

“It’s time to act” was the theme pursued by MOSL at its annual chief executive officers' forum on Friday.

The market operator argued that, over four years on from market opening, it was time for stakeholders to come together to consider why the market is not meeting all of the public policy objectives originally intended for it, and how to respond – including potentially by reconsidering some of the structural choices made back in April 2017.

MOSL itself put forward an two-pronged proposal to support market improvement: continuing to tackle established ‘market frictions’ (particularly inadequate wholesaler performance and data quality); and creating some “headroom” for retailers through wholesale charging structure adjustments which could be made promptly.

Topics considered in detail at the meeting included Defra’s Post Implementation Review of the market; Data Strategy; and the Market Performance Framework review.
