MOSL is seeking responses by 9 July on two consultations concerning metering.
CPW118 seeks to help retailers apply more appropriate frequencies for meter reads based on customer consumption and requirements than provided for in the Wholesale Retail Code, and in the process reduce cost to serve. The existing provisions define criteria for monthly read meters, with all others required to be read bi-annually. MOSL said: “This causes a wide spectrum of sites with different levels of usage to have meters read bi-annually. Some of these sites could have their meters read more and others less frequently.”
It has proposed:
reviewing the criteria for monthly reads including to remove the current 80mm pipe-size point and review the 100,000cu metres consumption point;
allowing annual reads for meters where annual consumption is below 10m3. One retailer said over 40,000 meters would be affected, with associated cost savings; and
shifting responsibility for determining meter read minimum frequency from wholesalers to retailers. MOSL said it would monitor and report on this and there would be an appeal process for wholesalers.
