Interim chair takes full role at Regulatory Policy Committee

Business secretary Kwasi Kwarteng has named interim chair, Stephen Gibson, as chair of the Regulatory Policy Committee (RPC).


Gibson (pictured) has been interim chair since December 2019, having been a committee member since May 2018. His appointment followed an open competition.


The RPC is an independent committee charged with assessing the quality of evidence and analysis used to inform regulatory proposals and verification of the costs that regulations place on business. It is sponsored by the Department for Business, Energy and Industrial Strategy.


Gibson has over 25 years’ experience as a professional economist across a range of regulated sectors including water and energy. He is a former interim chief economist at Ofwat.


In 2011 he founded a consultancy, SLG Economics, providing expert advice to regulators, regulated companies and consumer bodies. He is a Member of the CAA (Civil Aviation Authority) Senior Advisory Board advising on the regulatory framework for Heathrow and NATS and is on the expert panel for the Independent Committee on Civil Aviation Noise. He lectures in economics at Birkbeck University.
