A dozen options identified for business market metering roles and responsibilities

PA Consulting has scoped out 12 potential future directions for metering in the non household market, in a report commissioned by the Metering Committee which comprises wholesalers, retailers, MOSL, Ofwat and CCW.


The research was deliberately broad to create a long list of options, covering meter ownership, meter reading, asset data and meter technology. The 12 options include returning the responsibility for reading meters to wholesalers; transferring the ownership of the meter asset to retailers; and creating an independent third party one stop shop. The pros and cons of each option are also set out.


Feedback is invited until 22 July. A second work phase is planned, where a short list and preferred option – which could be a combination of some of the current 12 – will be identified.
