Black takes chief regulation officer role as Ofwat reorganises

David Black, senior director of Water 2020, is to take on the new role of chief regulation officer, as part of a reorganisation at Ofwat following publication of its new strategy last year. In his new post, Black will lead on Ofwat’s overall regulatory policy and approach, with chief executive, Rachel Fletcher, focusing on strategic leadership of the organisation and external engagement.

Ofwat will disband its previous programmes and create the following new focus areas: Performance and Outcomes; Insights and Impacts; Future assets and resources; RAPID; and Approach to PR24 and beyond. There will also be clusters focused on regulatory enablers and operations. Senior director of strategy and planning John Russell will lead Ofwat in Wales.
