CIWEM calls for government's green-plan delivery mechanisms to be bolstered

Delivery mechanisms need to be strengthened if the ambitions of the 25 Year Environment Plan are ever to be achieved.

That is the finding of a new report, Ambition to realisation, published by the Chartered Institution of Water and Environmental Management. CIWEM said it had “thoroughly reviewed existing delivery efforts, explored the barriers bodies face and produced a set of six recommendations for government.” These were:

  • update delivery bodies’ objectives to reflect the plan’s priorities, underpinned by a statutory duty on public bodies to consider and enhance the environment;

  • facilitate a systems approach to delivery through improved collaboration;

  • require consistent annual reporting across all delivery bodies for better transparency;

  • support development of skills needed to take forward elements of the plan;

  • review current government funding to address issues on amount and security; and

  • support development of innovative private funding routes.
