Government ires Welsh Lords as Wales Bill enters report stage

As the Wales Bill started its report stage in the House of Lords this week the UK government has irritated some Welsh peers by not providing the full details on the protocol that will set out the new arrangements giving the Welsh ministers and the Welsh Assembly overall legal responsibility for both Welsh water supply and sewerage policy issues.

Tory minister Lord Bourne has insisted that the devolved administration has all the powers it requires to ensure no repeat of the past flooding of Welsh valleys to meet English water supply needs.
